Elwick Bypass
We are delighted to say that, at last, Hartlepool Borough Council has submitted an application for outline planning permission for a bypass for Elwick village. To view the application visit the Hartlepoool Planning Portal and search for application number: H/2021/0191.
As this is a major step forward, the Parish Council held a public meeting at 6.00pm on Wednesday 26th May at Elwick WI hall, with residents of both Elwick parish and Dalton Piercy parish invited to attend, to hear more about the proposals. As the application is now 'live', officers and Councillors of the Borough Council were not able to attend, to ensure there could be no possibility of any undue influence, either for or against the plans. The Parish Council therefore invited a former Planning Offier and a civil engineer to give their perspectives on the application.
The first speaker gave a presentation, supported by slides, on the technical terminolgies used, the process that would have to be followed, likely timescales and the various options for the route of the bypass. The second speaker spoke on the HBC preferred option for the route and outlined some of the issues the Council would have to address. Both speakers then took questions from the floor. The Parish Council was given permission to publish an Independent Technical Review, commissioned in 2018, and submitted to both the Borough Council and to Highways England at the time. To see the report click here.
It is important that if you have a view on the plans for the proposed bypass, be this positive and/or negative, you need to submit your view to the Borough Council before the end of May, if possible, but certainly by the end of the first week of June.
